Car Title Transfer Requirements by State

California

•Seller signs the title in the presence of a notary
•REG 262 form may be required for certain transfers
•Smog certificate required (exceptions for vehicles 4 years old or newer)
•Odometer disclosure required for vehicles under 10 years old
•DMV processes the transfer after notarization

California requires the seller to have their signature on the title notarized. The buyer does not always need notarization but it is recommended to avoid disputes.

Texas

•Title must be signed by seller in front of a notary
•Form 130-U (Application for Texas Title) required
•Buyer has 30 days to transfer the title after purchase
•Sales tax is due at the county tax office
